If this display driver doesn’t work, re-try the above, but pick a different driver - Nitrous Software, Legacy Direct3D, or Legacy OpenGL.

Change the Display driver from Nitrous Direct3D 11 (the default) to Direct3D 9, then click on OK and see if 3ds Max continues to load.

As Max starts to launch, the Display Driver Selection box should appear.

Then click on OK and try to restart 3ds Max.
